Abstract
E-governance, leveraging information and communication technologies (ICTs), has emerged as a transformative tool for enhancing administrative transparency. Globally, countries like Estonia and South Korea have achieved remarkable success in improving governance efficiency and reducing corruption through robust e-governance systems. In Nigeria, the adoption of e-governance at the sub-national level, particularly in Edo State, presents an opportunity to address persistent issues of administrative inefficiency and corruption. Implementing the electronic governance (e-governance) policy has become the main focus in efforts to increase transparency and accountability in public service delivery. This policy is intended to change the way of interaction between government and society, expand access to information, and increase service efficiency. However, there are still various challenges that need to be conquered, including data security issues and gaps in technology access across various demographics. This study investigates the causal relationship between e-governance and administrative transparency in Edo State, Nigeria by using a qualitative approach focusing on digital service delivery, citizen participation, and process automation as key dimensions as well as drawing on a comprehensive review of literature and theoretical frameworks, including the Technology Acceptance Model (TAM) and Institutional Theory. The study underscores the significant impact of e-governance initiatives in fostering transparency. Findings reveal that while digital platforms and automated systems enhance service delivery and accountability, challenges such as limited information communication technology (ICT) infrastructure and low public awareness hinder full implementation. The study recommends expansion and improvement of information and communication technology (ICT) infrastructure, boosting of citizen participation through public awareness and institutionalization of continuous monitoring and evaluation mechanisms to engender administrative transparency.
