ABSTRACT
Corruption, opacity, and weak accountability mechanisms have long undermined the effectiveness and integrity of public procurement in Nigeria’s Federal Ministry of Health, raising concerns about ethical conduct, responsible sourcing, and overall governance. This study examines the extent to which ethics, transparency, and responsible sourcing are embedded in procurement practices within the Federal Ministry of Health, with the aim of identifying existing gaps and proposing practical improvements. It adopts the Principal–Agent Theory as its analytical framework. A survey research design was employed, integrating primary data collected through structured questionnaires with secondary data obtained from relevant policy documents and institutional reports. The questionnaire data were analyzed using simple percentage techniques, while the secondary data were subjected to qualitative content analysis to reveal policy patterns and institutional practices. Findings reveal that responsible sourcing is acknowledged as a tool for streamlining processes and improving protocol adherence; however, its effectiveness in promoting ethical behaviour, reducing corruption, fostering supplier collaboration, and motivating staff remains limited. The study recommends among others that the Federal Ministry should establish clear and practical rules on ethics and transparency, supported by strong monitoring systems. It should also provide regular training for procurement staff and suppliers to help them understand and follow these rules, make honest decisions, and take responsibility for their actions. This is important because it helps prevent corruption, improves trust, and ensures that public resources are used properly for the benefit of everyone.
