Challenges of Recruitment and Selection Exercise in Nigerian Public Service “Conceptual Review"

    Abstract

    Recruitment of human resources is one of the most important human resources practice in any organization. It involves attracting and encouraging potential applicant to apply for vacant positions. It is through recruitment exercise organizations be it Public or private were able to identify and select the most qualified individuals who possess the necessary skills, experience, and attributes to contribute to its growth and success. This study is aimed to assess the recruitment of human resource  in Nigerian Public service  with emphasis on Federal Civil Service Commission. This study is a conceptual review that adopt exploratory case study qualitative research design. Data are collected from Journal, textbook, official gazette and newspapers emphasis are made on Nigerian Public service rules, constitution of Federal republic of Nigeria which serves as guiding principle of recruitment exercise, investigative journalism and outcomes of ad-hoc committee of the Federal House of Representatives. The findings shows that recruitment in Nigerian public service is guided by established rules and regulations but those rules were not duly observed during recruitment process. The study recommends among others: central recruitment agency should be established, independent from the control of Federal Civil Service Commission with a mandate for employment of human resources on behalf of all Federal Government Ministries, department and agencies. This is to ensure anonymity; fairness, principle of merit and competency in recruitment exercise are observed; as enshrined in the constitution of federal republic of Nigeria, Federal civil service rules and principles of federal character commission.
