IMPACT OF EARLY WARNING SYSTEM AND FLOOD DISASTER MANAGEMENT IN ISHERI AND SHOKORI IN NIGERIA

    Abstract

    Reoccurrence of flooding and its consequences in human society despite the efforts of the government and non-governmental actors towards mitigating its occurrence has calls for serious concern.  Therefore, the study examined the impact of Early Warning Systems (EWS) and flood disaster management in Isheri and Shokori communities in Nigeria. The study examined the effectiveness of existing flood warning mechanisms, investigates the challenges affecting its implementation and investigate strategies for enhancing flood early warning systems for better disaster management.  The study adopted descriptive research design and employed primary source of data collection using a structure questionnaire to elicit information from 277 respondents drawn from Isheri and Shokori communities. The instrument went through a pilot test and its internal consistency was checked using Cronbach Alpha.  Data collected were analyzed using descriptive and inferential statistics with the aid of output generated by SPSS 23. The findings of the study shown that Early Warning Systems are ineffective in the management of flood disaster in Isheri and Shokori due to lack of awareness of such mechanisms as a result of the exclusion of communities members from the EWS design, wrong communication channels and untimely release of information. The study concluded that the existing Early Warning Systems these communities are largely ineffective in promoting protective action and therefore, recommends among others that enhanced capacity building through regular training and awareness programs on flood risks and response strategies for community members should be organized.
